I don’t think it’s major. I think it will be one of a couple things: new functionality in Developer accounts, a change in the release status of Apex (please, please can EE orgs have it?), or something like that. So it would be more of a bit-flip release than a major release, if my hunch is right.

Seems a short window to roll out a major release.
